  • Created and successfully launched the Commonwealth’s first statewide mobile COVID-19 rapid response testing program—a public-private partnership between the Commonwealth of Massachusetts, Transformative Health, UPS Health, the Broad Institute, and various Massachusetts ambulance and diagnostic providers.
  • Authored a comprehensive whitepaper featured by The Boston Globe for the biotech and hospital community outlining proposed state policies to spur the successful creation, delivery, and administration of COVID-19 vaccinations.
  • Developed COVID-19 response plans and presented on behalf of the cannabis, fitness, cosmetic core physician, and restaurant industries before the Commonwealth’s COVID-19 Reopening Advisory Board.
  • Supported creation of the Commonwealth’s first-ever statewide pediatric emergency department boarding diversion program, representing a public-private partnership between Youth Villages, the Commonwealth of Massachusetts and more than 20 hospitals across the state.
  • Successfully negotiated the reversal of significant Medicaid rate cuts to high-value, low-cost imaging providers across the commonwealth.
  • Successfully advocated for enhanced Medicaid rates, obtaining tens of millions of new public resources for several disproportionate share community hospitals.
  • Co-founded and raised over $225,000 to launch the first-in-the-nation comprehensive jail-to-job program for the cannabis industry, The CultivatED Program.

Senior Advisor to the Commissioner, MA Department of Public Health

  • Senior management team member overseeing more than 3,500 employees, 100 programs, and $1B in state/federal appropriations.
  • Primary author of the Baker-Polito Administration’s Determination of Need (DoN) reform, prescription drug misuse educational core competencies for all 8,200 enrolled Massachusetts MD, DMD, APRN, and PA students, and the Commonwealth’s Mobile Integrated Health regulations.
  • Staff co-lead of the Department’s reform and relaunch of the state’s Medical Use of Marijuana Program (2015), and a primary author of the Commonwealth’s medical marijuana regulations (2013).

  • Lead negotiator for the Patrick-Murray Administration in obtaining unanimous passage of Chapter 159 of the Acts of 2014 (pharmacy compounding reform), Chapter 258 of the Acts of 2014 (opioid treatment and abuse-deterrent formulation reform), and Chapter 28 of the Acts of 2014 (universal childhood vaccination finance reform).
  • Secured over $50M in budgetary increases through advocacy efforts.
